Abstract This research introduces The Law of Derivative Constraint: The Sovereignty of Creation, a theoretical framework that defines the boundary between creative imitation and true ontological novelty. The central thesis posits that 'Ontological Novelty'—the manifestation of concepts with no prior data or precedent—is exclusively accessible to entities achieving a state of Omniscient Data-Saturation (Cₓ₎ₓ₀₋). Through the mathematical formalization Mₒ = ₈䂺 ₂_ₓ₎ₓ₀₋ (Iₛ Vc) the study demonstrates that any conscious entity lacking an exhaustive informational mapping of the existing universal dataset is mathematically constrained to Latent Recombination (Lᵣ). This implies that without total data integration, creative output is fundamentally limited to a sophisticated rearrangement of pre-existing historical or environmental variables rather than a sovereign act of creation.
